India was granted independence by Britain in 1947. I use the word "granted" because that is what indeed it was. Notwithstanding minor stings like Indian National Army led by Subhas Bose and Gandhi's movement for civil disobedience on the British left country after 200 years of domination of their own volition. The fundamental problem is the cost involved in maintaining India after the devastation of the Second War.This piped dice for their departure from India.
The British withdrew from India, but left a well-oiled structure and civil the army in place. The Indian state and inherited a first-class army that has shown its worth during two world wars. It was an excellent machine to fight with good morale as shown by the fact that in 1897, 21 Sikhs in the British army in India is facing a horde than 10,000 Muslims for the sake of the Queen and the British Empire to Saragrahi now in West Pakistan.
But after independence Congress led by Nehru had little idea about the military and political situation which has been replaced by the idealism and naivete. The result was disastrous as a large area in Ladakh has been lost to China. Pakistani soldiers also occupied one third of Kashmir, just after Independence (1948). Army Staff at the time could make no impact on Nehru and the Congress Party and played only a passive role. Thus, a view has become commonplace, that the army was a useless appendage longer be tolerated fed. This state of affairs is the result of the Indian team in general, with a force trained themselves under permit to be dominated and intimidated by civil authority.
Indian General Staff and renounced their decision-making capacity and allowed the Army to go to seed. No concerted effort was made to an energetic government understand the need to improve infantry or armor. This had its effect and India has a bloody nose from the Chinese in the conflict India China 1962. This neglect led the Indian soldier against the army trained and equipped with Chinese obsolete.303 bolt action rifles. Thus, the seeds were sown in the tender minds of successive leaders General Staff, including the Air Force and Marine and they have abdicated their primary responsibility of the equipment and modernization of the army. In addition, welfare officers and men as they have been neglected. Thus, when the Indian army against Pakistan, 1965, the famous Patton tanks not only because of poor training of the army Pakistani and Indian soldier's bravery but was handicapped by obsolete tanks like the Sherman tank and the tank AMX.
Over time the fate of military officers and soldiers continued to deteriorate. So much so that in the eighties and nineties to become a Lt Col has become very difficult, one of the four has been promoted. This affected the morale and cynicism set in the Government under the Venkatram then Minister of Defence suggested that the Ranks full colonel to be introduced after 16, 18 years of service. Unfortunately, the Indian General Staff did not accept these proposals.
The mid eighties was again a time when the Indian general staff has questions to drift. The anomaly of fixation Compensation Pay where classification should be given in addition to base salary has not been performed. This was contrary to the recommendations the compensation committee. But the staff does not represent the State at all. It was left to individual officers file writs in the courts, a stranger to the proposal.
To make matters worse the Air Chief SK Sareen obtained a proposal through the improvement Compensation flight pilots in air force without any increase for technical staff and engineering. Vigorous stirring in officer rank and monitoring the government had to intervene and restore normalcy. The extra flight pay was suspended.
Over the years the leaders allowed a systematic gradation to lower officer rank vis-à-vis the plaintiffs cons in order of priority, with a disastrous result on morale and the general state of society. One example will suffice. In 1947, a district police chief was equivalent to a major label, but now it is considered a 2 star general! The leaders themselves have been downgraded to 14 or 15 of the order priority.
The Chiefs have allowed questions to drift and at no time have put all the pressure on the government. The result is that Officers and men have suffered. The recent episode where the government has refused to enforce a Supreme Court decision on pay row and in turn filed a brief review of the case is a case in point. Heads literally were not consulted and they could not exercise their authority. Even the rank one pension application of soldiers and officers is not accepted and is simmering for more than 30 makes years.These sad reading.
Today the country is bound only by the armed forces is a thought that is anathema to civil authority. If the Army is withdrawn from Kashmir and the Northeast are these pieces remain with the mother country? With the Maoist insurgency also rearing its head chiefs of staff have all the aces up their sleeve. But it is sad that their writ does not work with that Government.However Staff has failed, it behooves the government to act quickly to restore confidence in the troops. Any delay could be dangerous.

Created in 1920 at Langley Field, Virginia, it relocated to Maxwell Field, Alabama, in July 1931.
