Wholesale trade of gold and silver bullion market in London is done through the London Bullion Market Association, abbreviated as LBMA. It was founded in 1987, in order to regulate the traditional bullion market of London, in collaboration with The Bank of England. Currently, it works with Financial Services Authority, which is the primary regulator of the bullion market in the UK.
It is comprised of 14 market-making members or dealers, and 52 ordinary dealers who may be brokers or bankers. Five market-making members of the LBMA meet twice a day, to fix the price of gold. This process is also called gold-fixing. It is the responsibility of the LBMA members to maintain The Good Delivery List, meaning thereby that only those refiners are accepted who conform to the strict criteria of good delivery. The standard good delivery gold and silver bars should be 995 fine and must weigh 400 ounces. The assaying quality of all the listed refiners is regularly checked by the Proactive Monitoring Programme.
Spot quotations are made for loco-London gold and silver bars, but they are actually stored in a vault of a Swiss bank. The reason why the loco-London concept has gained such standing is the fact that during the mid-nineteenth century, London became the centre for refining and selling gold that was mined in South Africa, California and Australia. As a result, the London Bullion Dealing Houses have prestigious clientele around the world. Gold dealers and other people in general have loco-London accounts in individual London trading houses, whose membership with the LBMA is mandatory. Dealing in bullion accounts is done on the same pattern as in any other foreign currency accounts.
The working hours of LBMA are form 9 am to 5 pm- but informal trading begins at around 7:15 am and ends around 7:15 pm. The members have been following the same routine since ages for fixing the gold price. Each day, at 10:30 am and 3:00 pm, five selected members meet in a closed session at the fixing room of Rothschild. The chairman begins gold-fixing by suggesting a certain price on the basis of pre-fix trading activity. All the dealers participate in suggesting their own prices until the chairman decides upon the final price of the day.
Up till 1997, the activities of LBMA were kept secret. Hence, the actual size of the gold market was not known. It is estimated that around 30 million ounces of gold is transacted every day in the London gold market Association; however, the exact figure is still not known.
Each year, the Association elects or re-elects a chairman in its annual general meeting The LBMA is highly supported by a few essential facilities like vaulting, clearing and standard documentation. One of the primary functions of the LBMA is to promote confidence, good trading practices and to develop standard documentation as required. LBMA has had maintained high standards of good delivery, gold fixing, and monitoring system to ensure a reliable system of bullion trade, and to avoid all sorts of potential risks.
